The PolkCounty Community Workforce Partnership (CWP) was convened in the Spring of 1998 to assess the employment and family support service delivery systems in Polk County, Iowa and develop alternatives for providing such services in a more coordinated, accessible and effective manner. In the year that followed, individuals representing various local service agencies, businesses and consumer groups visited model workforce centers in Ohio, North Carolina, Minnesota and Wisconsin and considered innovative practices from El Paso County, Colorado. The CWP has continued to meet monthly, and subcommittees have been formed to gather information on the needs of local customers (both employers and job seekers). A full-day retreat was held on May 27, 1999. It was attended by 33 individuals and produced consensus regarding a new service delivery system model to be implemented in Polk County.

The CWP established work groups to create a workable structure for the one-stop-shop. Here is the list of the workgroups and their goals.

Business Services, Employer Products & Services Work Group

GOAL: Contact employers to accumulate a detailed list of products and services that are crucial in developing training and criteria. Utilizing this information, develop methods that will ensure companies are getting the products and services needed to obtain employees for their workforce needs.

Center Operations, Internal Communications, Governance, Staff Training Work Group

GOAL: Establish the criteria for creating operating standards to fulfill the mission of the CWP. The Polk County CWP will facilitate a coordinated approach to integrating employment, training, education and support services for job seekers, workers and employers.

Infrastructure Work Group

GOAL: Arrange for a facility to be available no later than June 30, 2001 with XXXX square feet of space to house an integrated workforce center.

Resource Development, Center Promotion, Marketing, External Communications Work Group

GOAL: Design and implement a plan to generate resources, promotion and marketing of the Workforce Center in accordance to the mission and vision for the purpose of the center to function to its fullest potential.

Service Delivery System for Job Seekers Work Group

GOAL: Design a service delivery model for job seekers to access job and support center programs for the purpose of achieving economic independence.

Technology Work Group

GOAL: Gather and qualify the technology requirements from each of the member organizations to ensure that the structural design of the center meets the current and projected communication and management information system demands. In addition, ensure that the structural design would support the most efficient and effective use of the technology.
